This is pretty much what you need to do for the basic care of rats.

Daily feeding. Also, whenever you feed them check the bowl to see if it needs washing.

Daily out-of-the-cage time (at least half an hour).

Cage cleaning: Daily if they use a litter box, somewhere between every three days to every five days if the cage is small, between every four days to every seven days if the cage is bigger. Of course, as often as you can clean it is best.

change water every one day to three days if they have a bottle (don't forget to wash the bottle), change every day if the have a bowl, or better yet, just buy them a bottle:)

Also, every few times I clean the cage, I like to do a really thorough job, cleaning all the shelves and toys, but you don't have to do that every time, especially if you clean the cage often.
